Dr. Karl E. Longley, PE, BCEE
Dr. Longley’s expertise includes serving 22 years as a Central California Regional Water Quality Control Board (CVRWQCB) member of which eight years were as the Board’s chair; serving as the Dean of the College of Engineering and Computer Science, California State University, Fresno, during the period of 1996 through 2004 with responsibility for a number of programs including the MESA/MEP program; serving three years on the Board of Scientific Counselors, Agency for Toxic Substances and Disease Registry (ATSDR); and having over 45 years of experience directly supervising or conducting studies of water quality, industrial waste control, hazardous waste management, and water and wastewater treatment plant design and as a civil engineering faculty member and academic administrator. Dr. Longley’s responsibilities with the CVRWQCB, MESA/MEP and ATSDR involved extensive interaction with DACs seeking solutions to educational, institutional and infrastructure problems with which DACs and their residents must continually face.
