The report prepared for the City of Visalia by Provost and Pritchard Consulting Group conforms to the needs and recent approvals for “antidegradation” analyses submitted to the California Regional Water Quality Control Board, Central Valley Region. Our review included the technical rigor of the report and of findings and information exhibited in recent “waste discharge requirements” adopted and/or drafted by the Regional Board staff, including proposed waste discharge requirements scheduled for adoption by the Board in upcoming meetings. The findings and information sheets for the waste discharge requirements all reflect the same analysis as developed for the City by Provost and Pritchard.
The City and District need to recognize that salt and nutrient management analysis needed under the “Recycled Water Policy” of the State and the efforts of the CV Salts program of the Central Valley Region may require additional efforts and water management plans in the future.
